The RTE Act, 2009 provides the Constitutional Right to Education to every child aged between 6 to m 14 years thereby guaranteeing the Right to Elementary Education.Section 29 of the Right to Education Act, 2009 mandates that every child in India aged 6 to 14 years has the constitutional right to receive quality, inclusive and child friendly education. Drawing from the mandate of the 2020 Act, increased focus is being laid on quality education at elementary level which is the foundation D20 of learning among children. Over the years, various initiatives have been taken for improved Learning Outcomes. These include development of textbook in the-line of NCF , 2005 , implementation of activity based learning, providing training to teachers, engagement of qualified teachers etc. Now , there is an urgent need to focus on assessing the learning outcomes which would help in identifying the learning gaps objectively and for providing necessary remedial measures. Quality of education is a major concern of the state Government. In order to achieve the same the state Government has planned to implement 'Gunotsav-celebrating quality' from the academic year ,2017: This is a convergence exercise involving State Government of Assam, SSA,SCERT and Directorate of Elementary Education. Initially 8 districts viz. Barpeta, Chirang, Dibrugarh, Hailakandi, Kamrup(M),Lakhimpur, Morigaon& West KarbiAnglong will be covered under the programme.

Gunotsav Phase: II The Gunotsav Phase-Il was conducted from 10 to 13 October, 2017 in twelve (12) districts of the State. A total of 11,20,960 (92% of Total Children 12,19,940) children of 18,811 Schools in the districts of Bongaigaon, Cachar, Charaideo, Dima Hasao, Jorhat, Kamrup (Rural), Karbi Anglong Kokrajhar, Nagaon, Sivsagar, Tinsukia and Udalguri were covered in the programme. The assessment covered Govt/ Provincialised/Tea Garden Managed/Composite Schools (elementary level) in seven mediums viz. Assamese, Bodo, Bengali, Hindi, English, Manipuri and Nepali. Children from Class-Il to Class-VIII were covered under the programme. The mode of assessment is OMR based with Multiple Choice Questions (MCQ) having four alternatives

Gunotsav Phase: I First phase conducted from 4 to 7th April, 2017 in eight (8) districts of the State. A total of 7,15,930 (79% of Total Children 9,11,588) children of 12,286 Schools in the districts of Barpeta, Chirang, Dibrugarh, Hailakandi, Kamrup(M), Lakhimpur, Morigaon & West Karbi-Anglong were designed to be covered in the programme. The assessment covered in Govt./Provincialised/Tea Garden Managed/ Composite Schools (elementary level) in seven mediums viz. Assamese, Bodo, Bengali, Hindi, English, Manipuri and Nepali. Children from Class-Il to Class-VIII were covered under the programme. The mode of assessment is OMR based with Multiple Choice Questions (MCQ) having four alternatives. 90% weightage of the question paper will be on previous academic year and 10% weightage will be on the current academic year.

- ગોધરા તાલુકાના મેડામહુડી ગામે ડીડીઓના ચેકિંગમાં ક્ષતી બહાર આવી

ગોધરા : રાજય સરકાર દ્વારા હાથ ધરવામાં આવેલ ગુણોત્સવ કાર્યક્રમ અંતર્ગત પંચમહાલ જીલ્લા વિકાસ અધિકારી દ્વારા સઘન ચકાસણી હાથ ધરવામાં આવી હતી. દરમ્યાન  સંતોષકારક જવાબ ન આપીને સરકારની યોજનાઓ સાચા લાભાર્થીઓ સુધી ન પહોંચાડીને નબળી કામગીરી બદલ ગોધરા તાલુકાની મેડામહુડી  શાળાના બે શિક્ષકોને શિક્ષાત્મક બદલી કરીને સંતરામપુર ખસેડવામાં આવતા શિક્ષણઆલમમાં ચર્ચાનો વિષય બન્યો છે.

પંચમહાલ  અને મહીસાગર જીલ્લાની 2400 પ્રાથમિક શાળામાં ત્રણ દિવસીય ગુણોત્સવ કાર્યક્રમ અનુસાર ચકાસણી હાથ ધરાઇ હતી. દરમ્યાન ડીડીઓએ રતનકુંવરબા ગઢવી દ્વારા ગુણોત્સવ કાર્યક્રમ સંદર્ભે ગોધરા તાલુકાની મેડામહુડી ગામે મુલાકાત લઇને શિક્ષકોએ હાથ ધરાયેલી શૈક્ષિણક પ્રવૃતિ તેમજ અન્ય માપદંડ આધારે  તપાસણી શરુ કરી હતી. જેમાં ઉપસ્થિત શિક્ષકો દ્વારા  સરકારની યોજના તેમજ શૈક્ષિણક ગુણવતા અંગે આદરેલી પુછપરછ દરમ્યાન યોગ્ય પ્રત્યુતર આપવામાં નિષ્ક્રીય રહેલ બે શિક્ષકો સામે નારાજગી અનુભવી હતી.

જેથી તાત્કાલિક દશરથસિંહ ડી.વણઝારા તેમજ બારીયા બાપુભાઇ સોમાભાઇની  શિક્ષક તરીકેની નબળી કામગીરીની ફરિયાદ કરતા  જીલ્લા પ્રાથમિક શિક્ષણાધિકારી મહેશભાઇ પ્રજાપતિ દ્વારા બંને શિક્ષકોને  ગણતરીના સમયમાં સંતરામપુર તાલુકાના ઉખરેલી તેમજ પ્રતાપગઢ પગાર કેન્દ્રની શાળાઓમાં બદલી કરવામાં આવતા અન્ય શિક્ષકોમાં  ફફડાટની લાગણી વ્યાપી ગઇ છે
